On 03/10/2025, at the School of Economics, Law and Public Management, University of Economics Ho Chi Minh City, in collaboration with the University of Finance & Marketing and other partners, a national scientific conference themed “Public Finance–Tax Policy under the Impact of Digital Transformation, Restructuring, and Global Volatility” was successfully organized. The conference gathered many scholars, experts, and policymakers. It is expected to be a prestigious academic forum for in‑depth discussions and practical policy recommendations for Vietnam.

The conference’s core objective was to strengthen cooperation and linkages among public‑finance disciplines, thereby delivering valuable policy feedback—especially as domestic and global economies face complex volatility driven by digital transformation and restructuring.

The conference program started at 08:00 with 11 parallel sessions.

  • Parallel Session A01 – Tax Administration and Public Finance in the Context of Globalization and Digital Transformation.
  • Parallel Session A02 – Tax Policy in the Digital Era and Green Transition.
  • Parallel Session A03 – Taxation and International Integration.
  • Parallel Sessions A04, A05, A06 – Public Finance and Sustainable Development.
  • Parallel Session A07 – Public Finance and Restructuring.
  • Parallel Session A08 – Taxation and International Integration.
  • Parallel Session A09 – Sustainable Development.
  • Parallel Sessions A10, A11 – Taxation and Digital Transformation.

Here, researchers, scholars, and experts presented many high‑quality papers, providing deep analyses of Vietnam’s challenges and opportunities, and proposing solutions and policies to optimize public resources and ensure sustainable development.

The official opening session began at 10:00 after the parallel sessions concluded. In her opening remarks, Dr. Tran Thi Tuan Anh – Vice‑Rector of the School of Economics, Law and Public Management – emphasized the importance of policy dialogue in the current period. She affirmed that the conference is a valuable opportunity for scientific ideas and research to be heard and put into practice, contributing to a transparent, efficient, and adaptive national financial system.

Also at the opening, the Organizing Committee presented flowers and expressed gratitude to co‑organizers: the Institute of Strategy and Policy on Finance (Ministry of Finance), the University of Finance & Marketing, and Nha Trang University. This collaboration demonstrates a strong commitment to promoting research and applying science to real life.

After the opening, the conference continued with two particularly important keynote speeches:

  • Keynote 1: “Tax Policy for Crypto‑Assets: International Experience and Recommendations for Vietnam.” This highly topical theme drew special attention amid the growing prominence of digital assets.

  • Keynote 2: “Shock‑Resistant Social Protection: Operating Mechanisms and Policy Suggestions for Vietnam.” This provided important perspectives on building a robust social‑protection network to shield citizens from socio‑economic shocks.

Given the topical nature of the conference theme and the novelty of the two keynotes, researchers, policymakers, and guests actively engaged with the speakers, raising questions that enhanced academic interaction and suggested new research directions and analytical perspectives.

The national scientific conference concluded successfully; the plenary session delivered valuable outcomes, with concrete policy recommendations compiled and forwarded to relevant state agencies, contributing to the country’s stable and prosperous development.
