On the morning of November 21, 2025, the School of Financial and Banking Technology, University of Finance – Marketing (UFM), organized an online scientific seminar entitled “Challenges in public financial management during the transition to a two-tier government system” via Microsoft Teams.

The seminar was attended by Assoc. Prof. Dr. Nguyen Thi My Linh, Director of the School of financial and Banking Technology; Dr. Nguyen The Khang, Deputy Head of the Department of Public finance; faculty members; and more than 200 students from the School. The seminar's keynote speaker was Nguyen Hoang Hai, former Director of the Ho Chi Minh City Department of Finance and lecturer in the Department of Public finance.

At the seminar, speaker Nguyen Hoang Hai examined major changes in budget-management decentralization, revenue and expenditure mechanisms, and the allocation of responsibilities across different levels of government. He also discussed the implications of institutional reforms for resource allocation, public expenditure management, and transparency in the implementation of public financial responsibilities. Drawing on practical experience, the speaker highlighted a number of challenges facing local public finance, including overlapping responsibilities, limited decision-making authority, pressure on public investment, and the need to strengthen accountability. He also proposed several solutions to improve the public finance system in the context of rapid urbanization and the growing demand for modern and effective governance in major urban areas such as Ho Chi Minh City.

Beyond providing academic and practical perspectives, the seminar served as an open academic forum where lecturers and students of the School could exchange views and update their professional knowledge. The lively discussion enabled participants to gain a deeper understanding of the changes in public budget management associated with the transition to the current two-tier government system and their practical implications.
