Party Cell of School of Financial & Banking Technology: Q2 Session on Election Responsibilities
On the afternoon of May 4, 2026, at 5:00 p.m., in Room A.210 at the 778 Nguyen Kiem Campus, the Party Cell of the School of Financial and Banking Technology organized its second-quarter thematic session on the topic “Promoting Democracy and the Responsibilities of Party Members and Citizens in the Election of Deputies to the National Assembly and People’s Councils at All Levels – Exercising the Right of Mastery in Accordance with Ho Chi Minh’s Thought”. The session was chaired by Ms. Nguyen Thi My Linh, Secretary of the Party Cell, and attended by Party members and trade union members of the Institute.
The thematic session was organized to provide a comprehensive understanding of Ho Chi Minh’s thought on democracy and the people’s right of mastery, while enhancing political awareness and a sense of responsibility among officials and Party members regarding participation in the election of deputies to the National Assembly and People’s Councils at all levels. Through the session, the Party Cell also sought to further promote the exemplary role of Party members in public communication and mobilization, while relating the thematic content to the practical context of teaching, scientific research, and political and ideological education at the Institute.
During the session, the Party Cell heard presentations delivered by assigned members. Mr. Nguyen The Khang presented a paper on Ho Chi Minh’s thought regarding democracy and the people’s right of mastery, clarifying the principle that “the people are the masters and exercise mastery” and examining the role of elections in the exercise of state power. The presentation highlighted the significance of democracy and the people’s right of mastery in Ho Chi Minh’s thought, as well as the importance of elections in enabling citizens to exercise their democratic rights.
Comrade Nguyen Quy Thang’s presentation focused on analyzing the pioneering and exemplary role of Party members in the electoral process. It emphasized their responsibility to raise public awareness, encourage the proper exercise of civic rights and obligations, and contribute to enhancing political understanding within the university environment.
Comrade Nguyen Le Ha Thanh Na’s presentation clarified the political, ethical, and legal responsibilities of citizens when selecting their representatives, linking these responsibilities to the implementation of Regulation No. 213-QĐ/TW. The presentation also proposed solutions to enhance democratic awareness and social responsibility within the unit.

The discussion was conducted in a serious, open, and democratic atmosphere, with numerous practical contributions from participants. The discussions focused on the awareness and responsibilities of Party members in exercising democratic rights; the role of lecturers in fostering civic consciousness among students; the current situation and potential solutions for improving election awareness among young people; and proposals for integrating democratic and legal education into the curriculum. Party members reached a consensus that participation in elections is not only a fundamental civic right but also an important political responsibility of every citizen, particularly officials and Party members. The discussions also emphasized the role of lecturers in fostering civic consciousness, democratic values, and social responsibility among students. At the same time, participants stressed the need to strengthen communication and provide accurate information to help students better understand the significance of elections and their responsibility to contribute to national development.

In conclusion, the Party Cell assessed that the thematic session had been organized as planned, with practical content closely aligned with the stated theme. The presentations were of high quality and demonstrated clear theoretical and practical relevance, while Party members participated actively and responsibly in the discussions. Moving forward, the Party Cell will continue to strengthen communication and awareness-raising activities concerning democracy and civic rights; uphold the exemplary role of Party members in the electoral process; and enhance political and ideological education for students. At the same time, each Party member is expected to proactively fulfill their civic responsibilities and contribute to promoting a spirit of democracy and social responsibility within the community.
